APPROACH
The main primary research instrument used in this analysis was a 37-question questionnaire covering general Tribal community characteristics, clean energy goals and activities, climate change adaptation and resilience goals and activities, and general gaps and recommendations. The CTGA questionnaire was open to all California Tribes that were on the California Native American Heritage Commission (NAHC) list in the summer of 2021. Representatives from 76 different Tribes participated, including 57 federally recognized Tribes and 19 California Tribes without federal recognition. The CTGA Team also conducted an informal questionnaire with several Tribal-serving agencies and organizations and analyzed relevant information and data from a variety of secondary sources.
PARTNERS
The lead contractor for the CTGA project is Prosper Sustainably, LLC (a woman-owned certified small business) represented by Josh Simmons and Angie Hacker. Prosper’s team includes Burr Energy, LLC represented by Michael Burr, SCG Consulting represented by Shasta Gaughen, the University of California Los Angeles (UCLA) Luskin Center for Innovation, and GC Green (Native American woman-owned certified DVBE and small business). An interagency State Committee, consisting of the Strategic Growth Council (SGC) as administering agency and the California Energy Commission (CEC) as the the funding agency, is overseeing the California Tribal Gap Analysis.
